CYUL NOTAM 190509 - What does it mean?

CYUL NOTAM 190509 - What does it mean?

I'm looking at NOTAMs for CYUL, and I'm not 100% sure I understand this one:

190509 CYUL MONTREAL/PIERRE ELLIOTT TRUDEAU INTL
CYUL ACFT MUST NOT PWR UP BFR THR 24R DUE TO CONST 1903261236 TIL
 1906301900

I understand it means "Aircraft must not power up before threshold of runway 24R due to construction", but does it mean that aircrafts cannot go full throttle BEFORE being on the threshold (i.e. on taxiways or when lining up), or ON the threshold (when lined up)?

I'm leaning towards the first option, otherwise takeoffs would be tough without powering up...

What do you guys think?

In this case, I believe you cannot apply takeoff power prior to reaching the marked threshold of 24R. In this case, I believe the threshold of 24R is actually displaced past B3 and marked on the runway. While an aircraft can taxi from B3 to the displaced threshold, they cannot apply takeoff power prior to reaching the marked threshold. Otherwise, their jet blast may cause a hazard to men and equipment working on the closed portion of 24R.
